    Do you get the same results if you use WBEMTest and query remote machines?  Can you remotely query: HKLM\System\CurrentControlSet\Control\Sessionmanager\Environment either with Regedit or REG.exe?  Are there any ACL modifications on this key on the Win2K machines?
